Abstract

Special Economic Zones (SEZs) are development policy instruments aimed at encouraging economic growth through the provision of specific facilities and conveniences for investment and business activities. The success of SEZ operations is influenced not only by the designation of an area, but also by the readiness of infrastructure, human resources, and administrative control systems that support its activities. Tanjung Lesung is a tourism SEZ designated to encourage economic development in Pandeglang Regency; however, based on the report of the National SEZ Council, its development progress remains less than optimal. This study aims to identify aspects that hinder the operation of the Tanjung Lesung SEZ based on important aspects of SEZ implementation. The study employed a qualitative descriptive approach through document analysis and identification of existing conditions. The analysis synthesized regulations, SEZ implementation guidelines, and related literature to establish four key aspects: connectivity infrastructure, tourism infrastructure, human resources, and administrative control systems. The availability of elements within each aspect was then compared with the conditions required to support SEZ operations. The results indicate that the main challenges concern connectivity infrastructure, human resources, and administrative control systems. Connectivity to the area remains limited, while the functions of management institutions are not yet optimal. Administrative services also require strengthening to improve accessibility for investors, business actors, workers, and tourists. Meanwhile, tourism infrastructure is relatively well established but requires adequate connectivity and institutional support. These findings indicate that optimizing the Tanjung Lesung SEZ requires integrated improvements in connectivity, institutional capacity, and administrative services.
